We stand against manipulation in sport

Description

What is IntegriSport 3.0?

IntegriSport 3.0 is a two-year project (2023-2024), co-funded by the EU under the Erasmus+ Sport funding scheme. It is an extension of the previous two IntegriSport Projects (2019-21 and 2021-22) and its main aim is to contribute to the efficiency of Sports Manipulation (SM)-related crime investigations and prosecution activities by providing awareness and training to Law Enforcement Agencies (LEAs) and Judicial Authorities (JAs), and other important stakeholders on all aspects of manipulation of sports competitions, corruption and other criminal activities behind sport.

Additionally, the project is designed to facilitate international cooperation and strengthen the capacities of the partner organizations in combatting these issues. Thus, the project works with various experts in the field of SM on topics like:

  • Sport integrity
  • Sport betting
  • Cybercrime & Virtual currencies
  • Related criminal offences (corruption, fraud, money laundering)
  • Policy making and National and international co-operation
  • E-Sports

Why do we need IntegriSport 3.0? 

Fighting sport manipulation effectively must involve LEAs and JAs, because they can apprehend and punish criminal instigators outside of sport’s jurisdiction. LEAs and JAs must bear a measure of responsibility because they hold the power to prosecute criminals responsible for fixes, a power that sport governing bodies’ lack.

Among the problems identified are:

SM is a potential threat to sport in the EU and beyond.

SM is a growing problem that is linked to fraud, organized crime and corruption as well as money laundering, and trafficking in human beings, among several other criminal activities.

There is often limited in-depth knowledge amongst law enforcement and judicial authorities on the dangers of sports manipulations, as well as the knowledge of handling the cases.

Exploitation by the perpetrators of the common belief amongst the concerned stakeholders to treat SM as a sport disciplinary issue instead of as a serious criminal case.

There is often limited co-operation amongst law enforcement and judicial authorities and with other organization dealing with sports manipulation. (An effective fight against this phenomenon requires coordinated actions.)

The growth of technology, particularly instantaneous, online and cross-border betting on nearly every major or lesser-known sport-event is increasing the chances as well as instances of infiltration by organized crime and international criminal organizations to make money.

Low priority in policy formulation and implementation.

How is the project delivered?

Different phases have been developed for achieving the goals of the IntegriSport 3.0 project and for maximizing the impact. The project will be delivered in various Work Packages, which were designed as per the requirements of the Erasmus+ 2022 Sports funding.

The main deliverables of IntegriSport 3.0 shall be:

Comprehensive Research and Situational Report:

This is a combination of expert knowledge gathering and active research into the current status, priorities and gaps in the legal and administrative approach towards SM among the Partner countries. The research and report shall provide guidance to effectively handle and fight SM within the Partner countries, and also provide the best practices and knowledge from other countries as well as European and international initiatives and directives.

Tailored Curriculums and Training Sessions:

The trainings are the backbone of the project and involve all participants with the developments of training materials for all the Partner Countries, based on the abovementioned research. The targeted participants will be from law enforcement agencies and judicial authorities and will involve international experts who will conduct trainings using seminars, case studies, etc., on the abovementioned topics.

Virtual Platform and Knowledge Base:

A cooperation and information platform for the participants of the trainings shall be developed, which will include all the knowledge base and will help spread the impact of the project as broadly as possible.

Closing Conference:

A major event inviting the partners and participants, and representatives from non-program countries (to expand and continue the project after the EU phase), and including a media event/press conference to increase the visibility of the topic. This conference will allow the outputs from the IntegriSport 3.0 project to be presented to stakeholders across Europe and beyond. It will allow other international partners and relevant stakeholders beyond the project to reflect on the methodology, the activities, and the results, and to contribute to the sustainability of the approach.
